Issuing time:2025-12-05 16:28

Executive Summary

In an era where digital infrastructure is synonymous with progress, the Municipality of San Rafael, Bulacan, embarked on a visionary project to transform its urban management capabilities. Partnering with SUNIWAY Group of Companies Inc., the municipality successfully implemented a comprehensive CCTV System and Free Internet Project. This initiative has not only modernized law enforcement and disaster response but has also bridged the digital divide for its citizens.

1. Client Profile & The Challenge

The Municipality of San Rafael, Bulacan, serves a growing population that requires modern solutions for safety, communication, and administration. The local government identified three critical requirements to elevate the standard of living and governance:

  1. Public Safety: The need to build a "Safe City" by monitoring main roads to deter crime and manage traffic.

  2. Digital Connectivity: A mandate to provide free internet access to Barangays (BRGY) and key public areas to foster digital inclusion.

  3. Centralized Control: The necessity for a unified Command Center to monitor disasters, traffic incidents, and crime prevention efforts in real-time.

2. The Solution: A Three-Pillar Approach

SUNIWAY Group of Companies Inc. designed a holistic solution addressing these needs through three integrated pillars: Safety City, Free Internet, and a state-of-the-art Command Center.

A. Strategic Deployment

The project scope involved a massive deployment of infrastructure across the municipality’s geography.

Over 150+ surveillance cameras were installed along the main roads. These locations were selected based on traffic density and security risk assessments to ensure maximum coverage of critical arteries.

B. The Safety City Initiative (AI-Powered Surveillance)

Moving beyond simple video recording, SUNIWAY implemented intelligent video analytics to empower law enforcement.

  • Face Recognition: The system allows for the identification of persons of interest, enhancing the capability to track suspects or locate missing persons.

  • Vehicle Recognition: The cameras are equipped to identify vehicle attributes (type, color, brand) and recognize license plates. This is crucial for tracking stolen vehicles or enforcing traffic violations (e.g., "No Seat Belt" or "No Sunshield" detection).

C. Bridging the Digital Divide: Free Internet

To support the community and improve administrative efficiency, the project rolled out a robust public Wi-Fi network.

  • Connectivity for Barangays: Free internet was provided to local Barangay halls, enabling the digitalization of government work and improving efficiency at the grassroots level.

  • Public Access: Citizens in public areas can access the internet via a captive portal (requiring a "LIKE" on the official page), fostering better communication between the government and the people.

D. The Brain of the Operation: The Command Center

The centerpiece of the project is the centralized Command Center, which serves as the operational hub for the entire municipality.

This facility integrates all data streams into a single operational picture:

  • Real-Time Monitoring: Live feeds from the 150+ CCTV cameras are displayed on a large video wall.

  • Disaster & Traffic Management: Operators can monitor weather conditions, flood levels, and traffic congestion instantly.

  • Incident Reporting: The center generates comprehensive reports including Accident Reports, Natural Disaster Reports, and Social Safety Reports.

  • Alarm Control: Automated alerts ensure rapid response times to emergencies.

3. The Results: Value Delivered

The implementation of the SUNIWAY project has delivered immediate and tangible value to the Municipality of San Rafael:

  1. Enhanced Public Safety: The visibility provided by the 150+ cameras has significantly improved law enforcement effectiveness and deterred criminal activity.

  2. Digitalized Governance: By providing internet to Barangays, administrative work has transitioned from manual to digital, increasing speed and accuracy.

  3. Centralized Efficiency: The municipality now has a "single pane of glass" view of the entire city. Whether it is a traffic jam, a typhoon, or a crime, the Command Center enables a coordinated and rapid response.

Conclusion

The CCTV System and Free Internet Project in San Rafael stands as a testament to how technology can transform municipal governance. Through the expert implementation by SUNIWAY Group of Companies Inc., San Rafael has successfully evolved into a safer, smarter, and more connected community, setting a benchmark for other municipalities in the Philippines.
